I do not know which browser you are using but recently I did try to download a file from there using IE and there was apparently some problem with their downloader conflicting with a recent Windows update. The first and easiest one involves the download manager problem. So I have two suggestions for you if you cannot download it from there because of your power failures. There are a few changes it looks like the modder made which may not be included, but most of the pieces are here. Good news, though! I felt sad hearing about your power problem causing you not to be able to get this overhaul you want so much, so I went to that site to look at the file and I believe almost all of the parts of it right are here on this site.
